We have laws against leaving pets in hot cars.  But we allow inmates to live in temperatures above 100 degrees with no circulation of air.  Why is that?

Apparently we believe that ‘they deserve what they get.’  Really?  Your uncle, or a cousin caught selling pot deserves to be cooked like a Christmas cookie?  No.  A class-action law suit in Texas has passed another legal hurtle, and the question is, again, before the 5th circuit.
