This week, a picture of a beaten, bloody inmate with a noose around his neck circulated widely.  Instead of investigating how and why two inmates were torturing the third inmate–who was on his knees and bleeding in the photo–the prison officials are determined to learn who had the cell phone.  Really?   This is yet another example of why all jail and prison systems need an OUTSIDE investigative unit.  Who cares who took the photo?  We need to learn which officials allowed this barbaric behavior.
