It should not be this hard to get the courts to review an inmate’s grievance.  But it is.  After passage of the Prison Litigation Reform Act, most grievances halted.  Period.  Indigents can’t file more than 3 without paying court costs.  New rules designate many filings as ‘frivolous’ when instead they should be labeled ‘not compliant’ and allowed to be re-filed correctly.  Attorneys should be paid by the districts and states and feds to aid these people who happen to be Inside but are still Citizens.
